Is teaching a generic set of skills?

Following the release of a report about expert teaching by Peps Mccrea, Michael Fordham expressed some scepticism on Twitter. To Fordham, teaching is highly domain specific and expertise in teaching maths, for instance, may not transfer to teaching English:

I have a great deal of sympathy for Fordham’s view. Across education, we have too generic a view of teaching and we neglect the subject specific components; something that leads to the failure of many whole-school plans. However, I do believe that there are generic components worth discussing.
